I am using canon IS 1100 for 2 years already. i want to get a new camera.
my budget is about $200 or lower. i want to try some other brand. i want a new camera that is not canon, casio, sony, and panasonic.
i like to take pictures for my cats. so i need a camera that can catch the movement well. also, i wish the camera can take pic indoor well. the canon camer i have now is pretty dark when i take picture in the restaurant or house.
I own a FIJI ,here take a look at this and it does movies as well with sound !

My advise is to keep that money, save up a little bit more and get something better.
A sub-$200 camera today will not be much of an upgrade to your camera. Sure the megapixel increased, but it's not going to do you any good.
Saved till you have 400++ dollars.
Yes , you need to save up and get a DSLR camera. That would be best. It will cost you between $425 and $550 depending on what camera you choose.
Here are some models to look at
Sony Alpha A230 Digital SLR 10 MP with 18-55mm Lens - $429
Nikon D3000 10MP DSLR Digital Camera with 18-55mm VR Lens - $480
EOS Rebel XS 10MP DSLR Digital Camera Kit with 18-55mm IS Lens - $449
Pentax K-x 12MP DSLR with 18-55mm Zoom Lens (has HD Video also) - $550
A link listed below is to a web page that lists the 4 DSLR cameras I am recommending. This list will let you compare features and specs, also it has link to reviews to 3 of the 4 cameras, the reviews includes sample images from the cameras.
Hope this helps.

Your problem is the $200- I doubt Any camera about $200- would be an upgrade. As was mentioned, save a bit more and go for an entry level DSLR.

There's many cameras out there! I recommend the Nikon line of cameras because they know how to organize their website and it's easy to find the details on each of their cameras. I recommend the Nikon P90 or the L100. The P90 sells for about $300 so you would have to save some extra money.

For shots with motion check the Coolpix S640, it sells for around $250 and it was designed for moving cats:
